Increasing and maintaining commitment is essential for a leader because commitment to one's behavior has various implications and expectations, helping to eliminate doubts and keep things away which is inconsistent between behavior and attitudes, and has a sense of personal responsibility for mutually agreed to decisions. Low commitment reflects the lack of accountability of someone in carrying out their duties. Questioning commitment is the same as asking responsibility. Thus, a measure of the leader's commitment is the principal related to the delegation of authority (empowerment). Based on the results of the initial survey, there were indications of problems with organizational commitment. In this case, the elementary public school principals' in Bekasi City have not been optimal and need improvement. The purpose of this study is to find efforts to increase commitment to the organization by designing action plans through organizational culture, emotional intelligence, and work motivation. This study uses a survey with a correlational approach and SITOREM analysis to determine whether the variables in this study have a priority order of indicators that must be improved or maintained. The population of the study was 351 principals in state elementary schools in Bekasi City. The study sample of 187 respondents was determined by the Slovin formula. Proportional random sampling.
